PRESS RELEASE
City of Moscow Achieves Excellent Standard and Poor's Bond Rating

November 17, 2011 (Moscow, Idaho) - The City of Moscow has received an A+ rating for the Sewer Bonds and an AA- for the GO Bonds from Standard and Poor's as part of the process currently underway to refinance existing bond debt. The Bonds being considered for refinance include the Sewer Revenue Bond and General Obligation (GO) Bond for the Hamilton-Lowe Aquatic Center. These ratings are the result of an extensive institution wide financial review conducted independently by Standard and Poor's. Ratings of this caliber are rare for cities and municipalities throughout the country at this time.

Bond ratings are an established grade of an institutions credit quality based on their financial management practices and policies, in short, how well an organization has managed their finances in order to predict how likely they are to meet their financial obligation into the future. Standard and Poor's letter grade system consists of 12 grades that range from D to AAA with the addition of pluses and minuses to show a relative standing within those grades. This grading by Standard & Poor's is called "rating." The City's rating received just this week of AA- and A+ are just one and two ratings below the highest ranking of AAA respectively. These ratings speak volumes to the good financial management and sound policies of the City of Moscow.

For more information on the bond ratings or the City of Moscow, please contact Gary J. Riedner, City Supervisor at 208-883-7006.
