[Vision2020] Otter names Teresa Luna as director of administration

Better the sister of Tom Luna than his brother, James D. Luna. Hard to believe it, but Tom Luna is the better of the siblings. The Luna s' are kinda like "The Munsters" only not as good looking or charming.
