[Vision2020] Two Seperate Issues

Betsy -

I didn't say I didn't care about the enviormental damage in Canada.  I think
every comment I've made on this issue is to the contrary.  It is a concern
and I do care.

But it can't weigh into the discussion about whether or not the loads can
legally travel on Idaho roads if they secure the proper permits.
