Police cite newspaper carrier for pantless deliveries

A Moscow newspaper carrier was cited for indecent exposure early Thursday
for allegedly making deliveries naked from the waist down on North Almon
Street.

Police Chief David Duke said a woman called around 5 a.m. to report seeing
a man, identified as 30-year-old Carlos Colon, approaching her house sans
pants with his genitalia exposed. He said the woman also stated that this
was not the first incident where she had seen the man making indecent
deliveries.

Police found the man inside his vehicle at a trailer park at 411 N. Almon
St., where he was cited and released. Duke said Colon could not be
arrested because officers did not see him in the act.

"As officers approached the vehicle, officers observed movements of what
looked like him pulling up his pants," he said. "He admitted to delivering
papers without any pants, but he didn't say how many times."

All newspaper carriers are independent contractors with TPC Holdings,
parent company for the Moscow-Pullman Daily News and Lewiston Tribune,
said circulation manager Mike McBride. Background checks are not conducted
for carriers.
