[Vision2020] Why don't any top 100 companies have any Idaho site?

Almost all the H1-Bs at the universities are post-doctoral researchers in 
science and engineering. They work for a limited period on specific research 
contracts. In some cases, faculty hired from abroad work on an H1-B until their 
green cards are approved (can take years). Universities are exempt from the H1-B 
numerical cap.
