It appears that if you are on the list (arbitrary at best) you get it automatically.
I have lived in several different locations in Moscow and have never been able to receive Fox over the airwaves.  The 'list' is determined by fox nw but no one could tell me the criteria other than who they believe can receive the signal over the airwaves.  It's amazing to me that directv, a mulit-million dollar corporation can't absorb the 600% increase they are arguing is their problem.  When speaking with fox nw they said they are willing to negotiate and that they currently only get .20 cents per subscriber.  Well that comes to a lofty $1.20.  Not so much if you ask me.  Apparently directv does not care if they loose customers in our region to cable or dish tv.
