Here's the deal, Roger . . .

If Supt Luna conducts a no-holes-barred, no "sacred topic" that is not
open for discussion type of presentation, followed by open Q&A and the
activity is conducted here in Moscow (i.e. The Kenworthy, NuArt, or 1912
Center) . . .

"Moscow Cares" will foot the bill.

Translation:  The activity will be free to the public (no admission fee). 
All costs related to this activity will be bourne by "Moscow Cares".
