[Vision2020] PR - City to assess penalty fee for untagged garbage

Question: Does your software count skipped weeks and give appropriate 
credit?  I often forget one week and then set out two on the next.  It 
seems a fair deal, it's what I'm paying for.  I don't feel I should have 
to pay extra.  In fact it's easier (therefore cheaper) for Latah 
Sanitation as they have one less stop.

Second question: Are the garbage collectors going to be paid extra for 
the extra work they will have to do maintaining the database?
