Well, in truth, BSU President Bob Kustra has seemingly been the true Athletic Director at BSU for quite a while now, since the only item of university interest the man seems to have is Bronco football. He occasionally remembers to toss in something about academics when quoted in the press, but not often.  I think the true leader of that school is Coach Petersen, or, as he's probably referred to in the Treasure Valley, "The Chris Petersen"......

I'm guessing that this is Bozo State saying, "Hey, NCAA!  No need to get involved in our athletics infractions.  We're taking care of it ourselves."
It should be noted, though, that Ohio State (whose infractions were minor in comparison to bsu) fired their AD, fired their head coach, and discredited last season's games.
