[Vision2020] Huh?

Greetings Visionaires -

For those of you knoweledgable in botany, I have a question.

Ever since Rodna and I left Monterey on Wednesday morning, we have seen
this over-sized reed (4- to 6-foot in size, a few larger, that are
extremely prevalent along Highway 1.  It is feathery and appealing.

Could somebody identify this plant?
