Hi Tom,
Thanks for posting this hard-hitting resolution. A UI law faculty member has contacted the Idaho Department of Environmental Quality and they say that not only does Exxon-Mobil have to put up a bond (IDT says it does not) but they also have to file an environmental impact statement with them.
