[Vision2020] Despite La Nina Phase of ENSO (El Nino Southern Osillation), Nov. 2010 Moscow Precipitation Well Below Average

November is on average the wettest month of the year for Moscow,
Idaho.  And a La Nina phase of ENSO (El Nino Southern Osillation),
which is now in effect, on average indicates increased precipitation
for the US Northwest.  Yet November 2010 for Moscow, Idaho, according
to Weather.com, only saw 1.76 inches of precipitation, when the
