1.      Approval of Minutes April 12, 2010 - Stephanie Kalasz

 

2.      Farmers' Market Task Force Report - Kathleen Burns 

This is a presentation of the final report by the Farmers Market Task Force Committee on 2.5 years of work. This report makes recommendations for improvements to the market and addresses the initial issue of "moving the market to Main Street"

 

ACTION:  Recommend acceptance of the report by Council or take such other action deemed appropriate.

 

3.      Annual Resolution for Disposal of Documents - Stephanie Kalasz

The proposed Resolution categorizes certain Moscow records as "temporary" or "semi-permanent" pursuant to Idaho Code § 50-907.  The City Clerk and City Attorney are of the opinion that such records should not be classified as "permanent" or historical records pursuant to the current Idaho Code.  The proposed Resolution allows for the destruction of the listed items pursuant to current Idaho Code and in harmony with House Bill 48.  The reason for the proposed Resolution is to allow various departments to dispose of records to preserve space and to control their day-to-day operations in an efficient manner.

 

ACTION:  Approve the Resolution; or reject the Resolution; or take such other action deemed appropriate.

1.      Approval of Minutes of April 12, 2010 - Stephanie Kalasz

 

2.      FAA Moscow-Pullman Regional Airport Grants - Robb Parish

Congress has not passed the FAA reauthorization as of this date, which has caused uncertainty and delay in the FAA's Airport Improvement Program (AIP) grants.  At this point, FAA does not expect to issue grants until July or August and they believe a very short turnaround will be required for acceptance of grant offers.  In anticipation of this situation, we consulted with FAA and asked them if a pre-approval of the grant offer would expedite the process.  They responded in support of this action by both the Cities of Moscow and Pullman.  At this time we know that the maximum possible grant for 2010 project will be $1,600,000.  That amount includes our 2010 entitlement grant of $1,000,000 and $600,000 in carry-over funds from 2009.  The Airport is requesting Council action to authorize Mayor Chaney to accept one or more 2010 FAA grant offers up to a total amount of $1,600,000.

 

ACTION:  Recommend approval of acceptance of airport grant(s) up to a total of $1,600,000 or take such other action deemed appropriate.

 

3.      Quarterly Financial Report - Don Palmer

This is the presentation of the financial report for the second quarter of fiscal year 2009-2010 (January 01, 2010 through March 31 2010).

 

ACTION:  Approve report.

 

4.      City Hall Sidewalks Project -Les MacDonald

The ongoing Sidewalk Improvement Program annually installs a number of sidewalk related improvements throughout the City.  In past years, these improvements have included sidewalk extensions on F Street, the inclusion of sidewalks on the north side of SH8 between Spotswood and White Place and miscellaneous ADA access ramps.  For 2010, a portion of the program funding ($29,100) has previously been allocated by the City Council to supplement the 2009 Safe Routes to School grant funding for improvements on Grant and B Streets.  For the remaining 2010 program funds, Staff has been working toward completing sidewalk repairs along the frontages of the City Hall/Mann Building complex and the Police Station.  The proposal includes a joint effort between Streets Department personnel and a contractor for the removal and replacement of the deteriorated walks on the north and west sides of City Hall, on the east and south sides of the Mann Building, and on the south side of the Police Station.  An estimate for the contract portion of the work has been obtained at an amount of $20,000.  This cost reflects City forces removing the existing sidewalks and preparing the base for a contractor to install the new concrete walks.  Tree lawns and tree wells will be provided for the existing trees.

 

ACTION:  Concur with the proposed improvements for the 2010 Sidewalk Program or such take other action deemed appropriate.
