Greetings Visionaires -
The "Moscow Cares" website has been updated to include videos and copies
of draft ordinances related to the following segment from yesterday's
(September 28, 2009) Public Works and Finance Committee meeting.
Proposed Snow Removal Ordinances.
1) Draft Snow Removal Ordinance Regarding Sidewalks and Fire Hydrants.
The City Council recently gave staff direction relative to the
recommendations made by the Snow Removal Task Force. These recommendations
included the recommendation to not require that sidewalks be cleaned of
snow displaced by City snowplows after the owner had removed the natural
snowfall and the recommendation to require that property owners or people
controlling property adjacent to fire hydrants must keep the hydrants free
of snow regardless of its origin and whether or not that person had
removed the natural snowfall.
2) Draft Snow Season and Proclamation Ordinance
City Council recently gave staff direction relative to recommendations
made by the Snow Removal Task Force. These recommendations included a
recommendation that an ordinance be drafted to declare a snow season and,
within such season, that the Mayor be given authority to issue a snow
removal proclamation which would require vehicles to be removed from
locations where snow plows need to operate. The draft Ordinance attached
reflects a first attempt to design an Ordinance to meet the needs for snow
clearance during unusual snowfall events when a Snow Removal Proclamation
is issued by the Mayor. Additionally, the draft allows the Public Works
Director to declare a Snow Season during which parking would be prohibited
on certain streets designated as the snow route. The Ordinance establishes
an infraction as the penalty for violation.
