You mean the same competent city attorney that handed out copies of  
the now defeated Eagle Idaho smoking ban BEFORE the issue was raised  
by a "concerned citizen"?
  It seems to me that since he is omniscient in matters before they  
are even brought up, he could have handled this one too!
