The Soviet Union fell in December, 1991. There were several steps in the 
process, but the generally accepted date is 26 December 1991, the day the 
Supreme Soviet, the highest governmental body of the Soviet Union, dissolved 
itself.

A better example would have been: Ten years ago the twin towers of the World 
Trade Center in New York City had not been destroyed.
