I Agree Wayne, cite them all. Problem is, police seem to only cite the motor vehicles. I'm glad to see that bikers should be held accountable, hopefully before I kill one. It's nothing against bikers, just reality.

I agree that bikers, pedestrians, etc are sometimes at fault and they ought be cited.  However, the majority of violations I see, especially stop signal and stop sign violations are by vehicles.  When a vehicle hits something during a stop sign or stop signal violation, the damage to the thing struck is likely be much more devastating than if the same object is struck by a violating bicycle or pedestrian.
 
Cite them all!

            I believe those infractions are covered under the codes that Stephanie mentioned. Why not go after the bikers for once. The same ones that I have almost pancaked numerous times.

PRESS RELEASE
 
 
Moscow Police Department Officers are focusing efforts on increasing public awareness related to traffic safety.
 
Many people are using alternate forms of transportation, such as bicycles, motor scooters, skate boards and walking.
 
In an effort to increase public awareness and reduce the number of vehicle, pedestrian, and bicycle collisions, M.P.D. Officers will be focusing their efforts on violations pertaining to the following traffic codes:
 
- Moscow City Code: 11-4-20
Skateboards are not permitted to ride on the roadway. Skateboarders may only be on the roadway when legally crossing a street. 
 
-Idaho Code: 49-715, 49-717
Bicyclists must follow most of the same rules assigned to vehicles when on the roadway. When on the roadway, including bike lanes, bicyclists may not ride against traffic. 
 
-Idaho Code: 49-723
Bicyclists must use a headlight at night, visible 500 feet to the front. The light may be attached to rider or bicycle. The bicycle must also be equipped with a reflector clearly visible to the rear.                                                            
 
-Idaho Code: 49-702 
Pedestrians must use due caution when crossing roadways. Pedestrians must make sure to give vehicles adequate time and distance to stop when stepping onto the roadway and into traffic.
 
 -Idaho Code: 49-702
 Vehicles: “the driver of a vehicle shall yield the right-of-way, slowing down or stopping, if need be, to yield to a pedestrian crossing the highway within a crosswalk.”
