[Vision2020] Questions for the NSA Candidates' Forum

Greetings Visionaires -

As you are aware, there is a candidates' forum tomorrow afternoon (3-5 pm)
at the NuArt Theater, sponsored by New Saint Andrews College.

Just like last year, "Moscow Cares" will be there to videotape and record
the event.

What I offer here and now is a venue for the fine people of Vision 2020 to
post questions publicly that may be presented to the candidates tomorrow
afternoon.

For example, here is one question I intend to present:

On January 29th of last year mediation was conducted in Spokane between
the Hawkins Companies and the City of Moscow concerning the potential
transfer of Moscow water rights across the state line.  Extremely short
notice was given by the mediator for preparation of Moscow representatives
to attend the mediation.  Subsequently, as a result of such short notice,
the city of Moscow was not sufficiently represented.

Furthermore, on March 4th, during a public forum conducted at the 1912
Center, it was discussed and potentially realized that a continuance could
have been sought and secured, thus providing the city of Moscow ample time
to allow for sufficient representation and preparation for the mediation.

The primary cause of insufficient representation was the fact that all
city council members had jobs outside of City Hall and, as one city
council member stated at the public forum on March 4th, they couldn’t just
simply drop what they were doing to go to Spokane.

Realizing that all of you have jobs outside of city hall, how much of a
priority would you give to the people of Moscow?
