[Vision2020] Question for Time Warner Cable subscribers

Is anyone else using Time Warner not receiving the hi def KSPS PBS station (707) from Spokane?  It's always been sporadic, sometimes there, sometimes not, but for the last several nights all I get is a message "One moment please. The channel should be available shortly".  Shortly perhaps in geologic terms.....
