I believe that's "precinct 19", Tom.
In my experience with elections (running them, and running *in* them) here
in Latah County, all of the absentees are counted at 8 pm while the clerk
and deputies wait for the rest of the ballots to come in from the polling
places. Also, we don't have the "vote by mail" like Washington, where they
have to be postmarked by yesterday, and they may not know the full results
for at least a week (remember Weller in Pullman last year) while the ballots
trickle in.
At least, that's my understanding of the system here.
