Translation:  1.51% of those polled are willing to openly admit their
homosexual preference in a culture that does not welcome them at a level
comparable to their heterosexual counterparts.

Note:  Not all homosexuals belong to those groups reflected in the quote. 
Membership itself, to a major degree, is an admission to being homosexual
