If one is receiving undesirable results from an organization, the usual 
procedure is to look for those who made the decisions, then find the 
appropriate level of action along a scale of counseling, convincing, 
commanding, or court marshaling, to change their behaviors.

If removing gays from the military is counterproductive, then a study to 
determine who is responsible for the removals, and actions against their 
continued activities, appears to be in order. It should not be too difficult 
to trace the paperwork to determine those who recommended, who approved, and 
who sustained the decisions to remove gays from the various armed forces. 
With that list at hand, one can begin an analysis to determine what types and 
levels of subsequent action are necessary.
