[Vision2020] House Bill 256 Passes

A hurried reading of this tells me there will be no more reimbursement for 
field trips taken in conjuntion with a class, but transportation fees will 
continue to be paid to virtual schools even though students aren't 
transported anywhere other than to their computers on their own two feet. 
Hope I misread, but I don't think so.
