[Vision2020] Walmart Gets Nod for Starting Work

What do you mean "growth is the nature of things"? I can promise you  
if and when we run out of water, the growth will stop.

Besides the issue isn't whether to grow or not but how to grow. I  
refuse to adopt the fatalist ideal that we can't control how our area  
grows, that we can't have some say in that, that we have to take what  
we get.

Again I don't see the benefit of selling to a mall outside Moscow, at  
least not until we actually know how much water we have. This is not a  
liberal ideal. It strikes me as a very conservative one.
