Tom,

I was the one that said that, not Joe, but thats OK.
And seriously, does the state really want to loose the tobacco taxes?
Can you imagine what will be cut next IF the tobacco revenues dry up?

Just like drunk driving, the state doesn't want it to stop because of  
the money it brings in.
