[Vision2020] PR - Citizen Sidewalk Maintenance

In Pullman it is only a $50 fine and is only considered an infraction. In Moscow the fine is higher, like $1000 in Boise, and it is a misdemeanor. 
 
In most cities in Idaho, though, you do not have to remove the snow from city owned property.

"Chapter 11.42
Sidewalk Cleaning
 
Sections:
11.42.010    Responsibility of owner.
11.42.020    Removal of snow, ice, debris, dirt, or rock on public sidewalks.
11.42.030    When to use ashes, sand, sawdust.
11.42.050    Penalties.
 
11.42.010  Responsibility of owner.  The duty, burden, and expense of maintaining and keeping clean and free of debris, accumulation of dirt or rock or snow or ice, or any combination thereof, of a sidewalk along an adjoining property is the responsi­bility of the owner of the property directly abutting upon or adjacent to that portion of the sidewalk for its entire length along the owner's property and for the entire width thereof.  (Ord. A-758 §1, 1968).
 
11.42.020  Removal of snow, ice, debris, dirt, or rock on public sidewalks.  It is unlawful to permit any accumulation of snow, ice, debris, dirt, or rock on public sidewalks.  Snow or ice must be removed within eight hours of daylight after such snow or ice has fallen or accumulated thereon.  (Ord. 99-39 §6, 1999; Ord. 79-82 §2, 1979).
 
11.42.030  When to use ashes, sand, sawdust.  If snow and ice on the sidewalk is frozen so hard that it cannot be removed without injury to the pavement, the owner of abutting property, within the time specified in Section 11.42.020, shall strew said area with ashes, sand, sawdust, or some other suitable material and shall as soon thereafter as the weather permits thoroughly clean such area.  Any owner shall not be deemed to be in violation of Section 11.42.020 when sand, ashes, sawdust, or other material is strewn on sidewalks to comply with this section.  (Ord. 79-82 §3, 1979).
 
11.42.050  Penalties.  An owner who fails, neglects, or refuses to remove snow, ice, debris, dirt, or rock, or to strew sidewalks with ashes or other substances as directed in this Chapter, or who violates any provisions of this Chapter shall be deemed to have committed a civil infraction and shall be fined in an amount not to exceed five hundred dollars for each violation.  Each day in which a violation shall continue shall be deemed a separate offense.  In lieu of a court appearance, any person or entity charged with having committed a civil infraction may forfeit to the city the sum of fifty dollars for each such violation.  (Ord. 99-39 §7, 1999; Ord. 81-68 §17, 1981; Ord. 79-82 §4, 1979)."

Do other communities in the Palouse region (e.g., Potlatch, Genesee, Pullman, Colfax, et al.) have similar sidewalk snow removal ordinances?
Or is Moscow the only community with an ordinance?
