[Vision2020] PR - Citizen Sidewalk Maintenance

If they own a house they should have $5 to hire someone to shovel the  
sidewalk. If they are not property owners it is not their  
responsibility as far as I can tell from the document below.

It strikes me that your worry is purely hypothetical. If there really  
are folks who fall into some worrisome category - unable to walk  
homeowners who don't even have money to hire a kid to shovel - then  
give me their phone number and I'll make arrangements to do it myself.  
Like it or not it is their responsibility to take care of it. And they  
should do so.

I should add too that below is merely the notice of an existing law. I  
see no evidence that the law will be enforced any more than it has been.
