[Vision2020] Snow problems

I don't know about your first picture but in the second I happen to know 
that the property owner did have that walkway clear before the highway dept. 
piled two lanes worth of snow on it. To expect the owner to come back and 
clear literally tons of compacted snow and ice off (and put it where? back 
on the interstate?) strikes me as unreasonable.
