Surely you misunderstand.

That pool of ankle deep water at the corner where One World is must be intended to be the community winter wading pool.  It would be hard to believe that competent engineers would have designed it for any other purpose.

  dodge out in front of me last night  in that sloppy weather we were

  Besides, the city in much more interested in stopping smokers from  
  being within 20 feet of a door way or God forbid raising too many  
  chickens in the city!
  And when you get to the corner of 6th and Main today, look at the  
  water back up onto the sidewalks cause by waters inability to flow UP  
  HILL!
  Another street designed by our crack (ed) city streets department!
