REGULAR MEETING

The Moscow Mayor, City Council and Staff welcome you to tonight's
meeting.  We appreciate and encourage public participation.  For regular
agenda items, an opportunity for public comment is sometimes provided
after the staff report.  However, the formality of procedures varies
with the purpose and subject of the agenda item; therefore, the Mayor
may exercise discretion in deciding when to allow public comment during
the course of the proceedings and limitations may be placed on the time
allowed for comments.  Citizens wishing to comment on business that is
not on the agenda will be provided the opportunity to do so as item
number 3.  If you plan to address the Council, you will find a list of
"Tips for Addressing the Council" in the door pocket outside the City
Council Chambers.  Thank you for your interest in City government.

 

RENEWING OUR FOCUS - At each meeting one City Council member will
present an example of patriotism, humanitarianism, community spirit, or
other inspirational message then lead the group in the Pledge of
Allegiance.  Contact a Council-member with examples to share at future
meetings.

 

PROCLAMATION FOR PEARL HARBOR REMEMBRANCE - Mayor Chaney

 

1.       Consent Agenda:  Any item will be removed from the consent
agenda at the request of any member of the Council and that item will be
considered separately later.  Approval by roll call vote.

 

A.     Approval of Minutes of November 16, 2009 - Stephanie Kalasz

 

B.     Energy Efficiency and Conservation Block Grant - Alisa Stone

Under the American Recovery and Reinvestment Act (ARRA), the Idaho
Office of Energy will administer competitive sub grants from the EECBG
to cities that were ineligible for direct grants by implementing an
Energy Efficiency and Conservation Strategy (EECS) aligned with the
goals and objectives set forth by the U.S. Department of Energy (DOE).
Staff has prepared a draft budget.  Under this program, grant
applications are capped at $100,000.  Total project costs are estimated
at $166,000.   Matching funds are not required; however, leveraging of
funds by grantees is encouraged in order to maximize the energy-related
benefits from the program.  Funding has been allocated in the 2009-2010
Capital Projects budget under Traffic Signal Renovation and Street Light
Retrofit for the $66,000 match.

 

ACTION:  Approve submittal of an RFP to apply for funding under the
Energy Efficiency and Conservation Block Grant (EECBG) for
implementation of energy conservation program activities.

 

2.       Mayor's Appointments - Mayor Chaney

 

3.       Public Comment and Mayor's Response Period (limit 15 minutes)
- For members of the Public to speak to the Council regarding matters
NOT on the Agenda and not currently pending before the Planning and
Zoning Commission or Board of Adjustment, please state your name and
address for the record and limit remarks to three minutes.  Mayor will
respond to comments from previous meeting. 

 

4.       Public Hearing - Comprehensive Plan - Bill Belknap

The Community Development Department has been working on updating the
City's 1999 Comprehensive Plan over the course of the last two years.
The development process has included 9 focus group interviews, 27
neighborhood meetings, 2 community meetings, 4 open house meetings and
15 meetings of the twenty-three member Steering Committee throughout the
development process.  The final draft was presented to the City Council
and Planning and Zoning Commission during their joint meeting on March
11th, 2009 and the City Council also held a joint meeting with the Latah
County Board of County Commissioners on August 24th, 2009 to discuss the
long-range transportation components of the draft Plan.  The Planning
and Zoning Commission conducted a public hearing on the draft Plan on
October 28th, 2009 and unanimously recommended approval of the
Comprehensive Plan to the City Council with two modifications.

 

ACTION:  Conduct public hearing and after considering public input,
approve the Resolution to adopt the revised Comprehensive Plan with or
without changes; or reject the Resolution; or take such other action
deemed appropriate.

 

5.       Parks and Recreation Commission Voting Members - Dwight Curtis

In Ordinance 2008-23, changes were made to commission memberships to
include a high school student and a non-city resident as non-voting
ex-officio members on all City Commissions.  Prior to the approval of
that Ordinance, the Parks and Recreation Commission allowed for one
non-resident voting member as part of the Commission.  Due to the nature
of the parks in the City of Moscow and Latah County, the Commission
wishes to reinstate the voting powers for that non-resident member.

 

ACTION:  Approve the Ordinance under suspension of the rules requiring
three complete and separate readings and that it be read by title and
published by summary; or consider the Ordinance on first reading and
that it be read by title; or reject the Ordinance; or take such other
action deemed appropriate.
