City of Moscow Approves Bike Rack Reimbursement Program

 

Moscow, Idaho - The City of Moscow is promoting a Bike Rack Program
which seeks to encourage and facilitate biking as a viable means of
transportation within the City.  The program is designed to promote
local cooperation and provide matching reimbursement funds for the
purchase of bicycle racks for local businesses.

 

The Program Includes:

*	Matching reimbursement funds of $100 per rack for the purchase
of one or more standard City A-frame bike racks per rack
*	Bicycle rack location assistance
*	Eligibility for an ARTful Bike Rack (separate program)
*	Recognition of the recipients through news releases and City of
Moscow web site

 

Local businesses and organizations in the City of Moscow are eligible to
apply.  Property for proposed installation site may be publicly owned
and the City will approve the site and install racks on public property.
If the property is privately owned, proof of permission to install from
the property owner must be provided.  Private property owners will be
responsible for installation and maintenance.  Successful applicants who
agree to provide rack space on private property for a continuous period
of not less than five (5) years will be allowed to keep the rack on a
permanent basis following the initial five (5) year period.  The City
will maintain ownership of bike racks placed on public property and will
provide repairs.

 

Applications will be accepted on a continuing basis subject to fund
availability.  Applicants should complete and submit one (1) copy of the
application per location by mail, fax, or e-mail, with additional
documents attached or in person to the Administration Office in City
Hall 206 E Third Street.  Successful applicants will be notified within
forty-five (45) days from the date the application is received.

The City of Moscow Bike Rack Installation Committee will review all
received applications.  A site evaluation will be scheduled for
applicants who meet the minimum criteria, including but not limited to
usage of current facilities, if applicable; projected usage, projected
audience, and need.  Site evaluation will include suitability of
location and proximity to existing bicycle facilities and routes.
Assistance will be awarded to applicants who exhibit the greatest need
for bike racks while meeting minimum criteria.
