My guess is that it is less than "TARP", and a hell of a lot more productive.
The shows could be considered training for the pilots, since they are performing highly technical maneuvers and have a briefing session after every flight.
So, they COULD just practice out in the desert or over the ocean where none could see them, requiring the same fuel and maintenence, or they could do this and show the public what the pilots and their aircraft are capable of.
The added travel cost is money well spent in my opinion.
