Darrell:  Are you sure that The Economist discussed the "Hoot-Smalley Act" and
NOT the "Smoot-Hawley Tariff Act", which was "pioneered by Senator Reed Smoot,
a Republican from Utah, and Representative Willis C. Hawley, a Republican from
Oregon" as reported in the Wikipedia at:
