[Vision2020] Furloughs

In the spring of 1982 (May, I think) all annual year faculty,
administrators, and classified staff were put on a four-day week at
four-days pay.  There was a mid-year holdback, and it was the only way
to make up the shortfall before the June 30 fiscal year close.  Because of the scheduling of the academic year pay,
the academic year faculty were not included-- they don't get paid for
working May-June.
