Every city has its run-down seedy areas. Those areas have, and always will be, a fact of life.

        Jennifer,

        There are different parts of DC. The city of DC, and the touristy, political, history part of DC. Most tourists never really see the real city of DC. They just see things like the Lincoln Memorial, the Capitol, and Washington Monument, which are all clean, little crime, and very pretty, except if you actually look into the reflecting pool, that is a gross, it needs to be cleaned. :P

          Wow, that's sad to hear. We were in DC in February (my husband's first time
          there ever), and it was really clean. Perhaps it was because our visit was
          so close to the inauguration, or maybe others complained and got it cleaned
          up since you were there. I'd hope that our experience was NOT the exception!
