Another option -

Questions:  

1)  Is/Are there any enforceable rule(s)/law(s) on the books that requires 
pededstrians to use crosswalks?

2)  Is/Are there any enforceable rule(s)/law(s) on the books that state 
pededstrians, at a junction/intersecton controlled by a traffic light, may 
only cross the street when the trafficlight is green?

I realize that these questions, on the face, appear to be grossly 
ludicrous.  But, if these rules/laws were enforced by issuance of traffic 
tickets to the pedestrian violators, maybe the word will get around the UI 
campus that . . . "Hey, guys.  They mean business!"  After a few students 
have to dig into their beer money to pay a fine for crossing against a red 
light or for not using a crosswalk, maybe things will improve.

One way to monitor/enforce such laws/rules would be to have an MPD patrol 
unit drive by the junction of Pullman road and Peterson Drive during key 
times of the day.
