[Vision2020] RE. Rules of Road (was "bop-a-student crossing)

In agreement here that this community needs a safer crossing to access the
University, an Overpass, while expensive, seems the best and most
appropriate choice.

Responding to Joe, who has right-of-way? In Idaho, bicyclists are allowed
legally to use sidewalks/crosswalks. In saner States, imho, bicyclists are
treated as vehicles to share the road with, and are expected to follow all
vehicular traffic rules. In the State where the driver of the vehicle in
this tradegy was from (Washington), the bicycle is expected to stay off
sidewalks (& crosswalks) which are for pedestrians, and follow the
wheeled-traffic flow. This would also be true in say, California.

It is much harder to "share the road", in my opinion, when bicyclists behave
in seeming unpredictable ways, hopping on and off sidewalks, one moment
acting like a vehicle, the next, acting with the rights of a pedestrian.
Especially when the potential traveling speed of a bicycle is taken into
account for a driver to respond to.
