[Vision2020] Block the Vote

Paul asks:

I answer, No, that's the test for "free" participation in this forum.

Paul states:

voters are better informed, because they are doing this for the first
time, realize it's importance, and haven't yet become jaded by the
system."

I reply, You have just made your observation the standard for this
so-called test.

Paul:

I have not thought this all the way through but the test should
require a basic understanding of representative government and the US
Constitution, including the Bill of Rights.

Driving laws require drivers to measure up to very fundamental
standards before we issue licenses, why shouldn't voting laws be
similar?

I am not proposing a litmus test for political correctness or for
left/right hotbutton issues. I am suggesting a reasonable standard
that insures the voter understands the basics or our republic before
he casts a vote.

Obviously, this would sink the Democratic Party but that's not my goal.
