[Vision2020] Is this an additional $7 billion?

California reports that they are in need of a federal loan to the tune of $7 billion. . . they could run out of money by the end of this month.  http://www.cnn.com/2008/POLITICS/10/03/california.loan/index.html  
 
  Sounds like Washington D.C. is writing out $7 billion checks right and left. . . and in the meantime, little 90 year old ladies shoot themselves rather than face eviction from their foreclosed home. http://www.cnn.com/2008/US/10/03/eviction.suicide.attempt/index.html
