[Vision2020] New Subject: Affordable Housing in Moscow - What's next?

It's been a couple weeks since my last posting and new things need to
be discussed, new questions asked & answered.

For those of you who have done some studying, you might have found the
following, or you might want to research some more

Moscow, Idaho Zoning synopsis - R2 Moderate Density, Single Family
Residential Zoning District [Title 4 Section 2-6]
Uses allowed: (1) single family dwelling, Parks&Rec facilities, Group
daycare
Accessory Uses: private garages/workshops <1000sf, private
non-commercial greenhouses, family daycare facility, non-residential
parking lots
Conditional & Special uses (14) are also allowed.
No maximum lot coverage for residential use (35% for non-residential
use), lot size=7000sf min.,  lot width=60ft min., max. height=35ft
[20ft + 1ft/6'' yard exceeds 15ft]
Yards=front25ft,rear20ft,side5-10ft(15ft combined)
Fence requirements are also addressed

A Lot Division process will be required, if an alternative or Planned
Unit Development [PUD] process is not utilized.
** Lot Division process: application reviewed by staff, mailed Public
Notice to property owners w/i 600ft, site posting of Public Notice,
review by Public Works Committee of the City Council, placement on
City Council agenda
** PUD process: initial pre-app meeting, pre-lim review, final review;
neighborhood meeting; public hearings.

Let's begin by addressing needs.  What of the above-described uses or
other uses are needed in Moscow?  Single-family, multi-family,
daycare, P&R facility, greenhouses, garages, or?

Consider DWELLING:
29. Dwelling, Single Family. A detached building or manufactured home
designed for, and occupied exclusively by, one (1) family. The
classification "single family dwelling" shall include any home in
which eight (8) or fewer unrelated mentally and/or
physically handicapped or elderly persons reside; and which is
supervised. Resident staff, if employed, need not be related to each
other or to any of the mentally or physically handicapped or elderly
persons residing in the home. No more than two (2) such staff shall
reside in the dwelling at any one time.
30. Dwelling, Two Family. A building containing two (2) kitchens and
designed to be occupied by two (2) families living independently of
each other.
31. Dwelling, Multi-Family. A building designed to house three (3) or
more families living independently of each other and having one yard
in common.
32. Dwelling Unit. A building or portion thereof providing complete
housekeeping facilities for one family.

Consider DAYCARE:
(1) Family Day Care Facility: A Day Care Facility providing Day Care
for six (6) or fewer children;
(2) Group Day Care Facility: A Day Care Facility providing Day Care
for seven (7) to twelve (12) children;

Consider Others:
*Greenhouses - food production, home canning, home baking, Farmer's
Market, community supported agriculature [CSA], environmental
education & outreach...
*Garages, Workshops, Parking lots - cars, hobbies, boats, tinkering,
events, bakesales, picinics, BBQ's, art studio...
*P&R and Utilities facilities - not likely a fit on such a small
parcel, so disregard use?

Community input is being sought.  Artistic, environmental, commercial,
social, food & water, clothing, transportation & energy modes.  How
should these be addressed?  Graphic, verbal, text & numerical
languages will converge over time.

This week's question: "What needs to be built on this site?" begins to
investigate & define the un-met needs of the community and consider
how to address or solve those needs.

My own thoughts guide me to suggest small connected dwellings that
offer stay-at-home care, home occupations, gardening, art, common
yards, privacy, community events, unique lifestyle, alternative
transportation, exceptional design.  But to what degree are these
acceptable?  People factors: extended-stay foreign visitors; young
student family; professional couple; handicapped or elderly singles,
couples, families.  Local, global, regional, opportunities & concerns:
innovation, internet commerce; higher education; net-zero consumption.
Lifecycles for people & buildings.
