[Vision2020] Say What?

Gee, haven't we historically overthown shadow governments and puppet presidents?   

Cheney and Rove, I'm pretty clear on.  But this doesn't help me much in my quest to determine, once and for all, if Bush is simply evil or just incomprehensibly dense.
