[Vision2020] rebate checks

I'm not defending it!

I do think that you can't call it an income tax rebate if you send checks to folks who didn't pay income tax.  I recognize that almost everyone pays taxes of some sort; I'm just saying that if you don't pay income tax, I don't know how you can get an income tax 'rebate.'
