How do you not pay taxes? Everyone pays taxes. If you buy anything in Idaho you pay taxes. You pay rent, you pay taxes. You buy beer, cigs, or gas, you pay taxes. Taxes cause the price of everything to go up, and you must buy something.
We all pay taxes, unless you have never bought anything.
But I must agree with Gary. I think that the return is a handout. Why not just pay everyone a $1,000,000 and a free house, tac it on to the debt and give it to our grandchildren and illegal laborers to pay off?

I've actually heard it called two different things, an "economic stimulus payment" and a "rebate". I suppose it depends on your individual tax situation and what you plan to do with the money. Although a rebate spent certain ways could still lend itself to economic stimulus.
