Yes, in part, but point-of-view and point-in-time are needed too.

For example, if the United States were to manage to extract itself from 
Iraq, and then yet later some President were to announce another adventure 
to re-enter the country, the quoted phrase might then be recalled.

Definition, point-of-view, and point-in-time are all important.
