I wasn't there and I don't have command of all the facts, so it wasn't for to me to say if it was OK or not. But most those WWII troops and their commanders were not dumb people, and I imagine they did what they thought was best to win the war. And no doubt, innocent people died in course of the war, because none of us are perfect, we just do the best we can with what we got. But I don't think these men were evil, as you seem to indicate so readily with 20/20 hindsight.
I don't think the Romans needed a refusal of an allegiance to feed lions with Christians. They pretty much were looking for anyone to fuel their blood sports.

It is not baloney that Jews were send back to Germany. It is
baloney that Jews were sent back the Germany to die because they
didn't say the pledge of allegiance to the flag.
Of course the US sent Germans back to Germany when we were at War
with Germany. And of of course many were killed, that is what was
going on in Europe at the time.
