[Vision2020] does Moscow need more apartments?

My question is: Does Moscow really need 192 more apartments?

I'm serious here, not facetious.  Anyone on the list who is a landlord?
What are the vacancy rates right now?

Of course, this could be a low-income type project, I don't know.  And we do
need more low-income housing.
