[Vision2020] Same thing is going on in Rhode Island

140,000 people voted in Vermont pop 600,000 
   
  160,000 people voted in Rhode Island population 1,000,000
   
   
  Obama won Vermont
  Clinton won Rhode Island
   
  Why is voter turn out 2x to 5x greater in Obama won states than Clinton won states. This is odd to me, and doesn't make any sense at all.
