It appears that topics discussed by the city council were not strictly 
limited to their published agenda.

Near the end of Tuesday's session the city council and mayor provided a 
progress report (or update) concerning employee benefits for domestic 
partners, a matter tabled and passed by the city council on December 17, 
2007.
