[Vision2020] Executive Sessions

Again, isn't that in reference to legal action(s) being(possibly) brought against either the City and/or an employee or in reference to a contract that (again) has to do with confidential information that, if heard in open forum, could be detrimental to either party either presently or in the future?  And doesn't the vote have to be in an open-to-the public forum after the ES?  Not the discussion, but the vote?

They are efforts to reach settlements, and that cannot be done when parties believe that if they disclose information it will be used against them in future litigation.  The mediations I've attended have all involved the mediator assuring the parties that what they say won't leave the mediation.
