I think of it as more like your big brother borrowing your car, never returning it, then you deal without the ride.

Andreas-Your analogy doesn't quite hold up.  Hawkins (as you note) isn't getting the water free.  They are paying market price.  If you offered me market price for my car I may very well decide to sell it to you.

The same thing that makes "my car" different from "your car." Hawkins

should be prevented from getting access to Moscow water at market
price for the same reason that you're not going to give me your car
for free.

I might also note that both Idaho's and Washington's water law gives

preferential treatment to prior users. Which includes literally
everyone in Moscow over the Hawkins devolpment.
